Open their site, create a real account and complete every requirement.

Submit confirmation
Return to Sign4Sign and submit the account you used, plus a screenshot if required.

The founder verifies it
They confirm or reject your signup with a reason.

A return obligation is created
Once verified, that founder must sign up for your project within the deadline.

They sign up for you
You verify their signup and the exchange is marked complete.
